1.  Building inspection

a.) Residential and other Part 9 construction

i.) Building permit (residential and other part 9 construction)

a. Per $1,000.00 of  construction/valuation costs – $4.54

b. Minimum permit fee $75.00

ii.) Constructions costs to be based on the following insurance valuations which are revised annually. If  not listed below, estimated costs may be used by a designated officer. Plumbing fees are extra.

iii.) Constructions costs to be based on the following insurance valuations which are revised annually. If not listed below, estimated construction costs may be used by a designated officer. Plumbing fees are extra.

1.) Bungalow, including ready-to-move homes, 1st storey (per square foot) – $123.80

2.) Two storey dwelling, 2nd storey (per square foot) – $95.65

3.) Basement development (per square foot) – $38.55

4.) Shop, insulated (per square foot) – $35.00

5.) Shop, shell only and sheds (per square foot) – $15.00

6.) Concrete floor for shops or sheds (per square foot) – $10.00

7.) Garage (per square foot) – $33.00

8.) Non-sheltered deck (flat fee) – $22.50

9.) Sheltered deck (flat fee) – $33.75

10.) Accessory building over 120 square feet (per square foot) – $28.15

11.) Out-door in-ground pool (flat fee) – $75.00

12.) Above-ground pool (flat fee) – $75.00

13.) Solid fuel burning appliance (flat fee) – $75.00

iv) Permit not required for non-structural alterations or repairs where the construction costs do not exceed – $3,000.00

b.) Commercial and other Part 3 construction

i) Per $1,000.00 of  construction costs – $6.81

ii) Minimum permit fee – $75.00

iii) Construction costs to be based on tendered contract price Note: Commercial buildings over 6,458 square feet, churches and any public buildings over three storeys reuire a Manitoba Department of Labour permit.

c.) Moving Permit

i) As per applicable portions of Building Inspection fee schedule

d.) Plumbing permit

i) Residential single family dwelling or two-family dwelling unit – $175.00

ii) Multi-family dwelling unit (per unit) – $175.00

iii) Renovation or addition, per inspection – $175.00

e.) Demolition Permit

i) For residential application – $75.00

ii) For commercial application – $75.00

f.) Change of Occupancy Permit

i) Residential plus applicable costs under the building permit fee schedule – $50.00

ii) Commercial plus applicable costs under the building permit fee schedule – $100.00

g) Occupancy Permit

i) C.S.A certified mobile home – $100.00

h) Sign Permit

i) Residential (excepting temporary signs – i.e. garage sale, auction sale, etc.) – $50.00

ii) Commercial – on-site portable – No charge

iii) All other – $150.00

i) Deposit

i) Lot Grading (residential)

1) Per residence – $1,000.00

2) Maximum for multiple units of 3 or more – $3,000.00

ii) Lot Grading (Commercial) – $1,000.00

iii) Inspections

1) Refundable Deposit – $500.00

2) Charge per additional or missed inspection – $50.00

j) Non-permit Town of Altona Inspection Fees – $50.00

i)  Per hour

ii) Mileage as per fee set by Council – $50.00

iii) All other reasonable expenses incurred for inspection

k) Basic inspections included in permit fees

i)       Plan review

ii)     Site Plan inspection

iii)    Footing

iv)    Foundation wall

v)    2 additional foundation inspections (garage piers and grade beam)

vi)   1 framing inspection

vii)  2 vapor barrier & insulation inspections

viii) Underground plumbing

ix)   Rough-in plumbing

x)    Final inspection prior to occupancy

NOTE: For those permits where not all inspections as listed herein (items i to x) are required, the inspection deposit of $500.00 shall be pro-rated based on the number of inspections required.

l) Penalty Fees

i) Where a permit has not been obtained prior to the commencement of the actual work, through neglect, or for any other reason, the permit fee shall be double the normal rate.

ii) Where a permit holder fails to call for any required inspection a penalty of $50.00 per inspection shall be deducted from the inspection deposit.

iii) In the event that a homeowner assumes occupancy prior to a final home inspection the entire inspection deposit of $500.00 shall be forfeited.

2. Zoning Memoranda

a.) Zoning memorandum – $75.00

b.) Non-conforming per certificate – $30.00

3. Planning

The fees chargeable under the Planning Act CCSM P80 shall be as follows:

a.) Regular Variations

i) Prior to commencement – $300.00

ii) After commencement – $600.00

b.) Minor Variations (up to 10% may be approved by designated Officer)

i) Prior to commencement – $75.00

ii) After commencement $150.00

iii) Detected as a result of a Zoning Memorandum Request – $150.00

c.) Conditional Uses

i) Prior to commencement – $300.00

ii) After commencement – $600.00

d.)  Zoning By-law Amendment Application – $750.00

e.) Development Plan Amendment – $1,000.00

4. Recreation dedication

At Council’s discretion as per Development Agreement

5. Encroachment Agreements

Actual Costs + $ 50.006. Capital Development Lot Levies

a) Per single-family or two-family lot

$1,500 or at Council’s discretion as per Development Agreement

b) Per multi-family (2) lot

$3,000 or at Council’s discretion as per Development Agreement
